Canada is finally making progress in expanding gambling, as a bill allowing betting on certain sporting events is now law in the country. The law on safe and regulated sports betting has received royal assent from the country’s chief justice and current head of government affairs, Richard Wagner.

The Safe and Regulated Sports Betting Act, also known as Bill C-218, would amend the Criminal Code and legalize betting on certain sporting events across the country. Currently, betting on a single sport is only allowed for horse racing in Canada, and bettors and fans are forced to bet on parlays, betting on the correct outcome of two or three events to win.

Final step

Bill C-218, which passed its third and final reading in the Senate last week, must clear one final hurdle to become law in Canada. The law has taken the final legal step towards implementation, having received the royal assent of the country’s chief justice and current head of government, Richard Wagner.

Next, Prime Minister Justin Trudeau and his cabinet will set an effective date for the bill, which will be done through a legal process called an order of council. On that day, counties and other licensed operators will be able to offer sports betting on a single event on all sports except horse racing.

This bill, introduced by Conservative MP Kevin Waugh in February 2020, has run into a number of legal objections. This is not the first attempt to legalize sports betting in the country; previous bills failed to pass the House. One example is Bill C-290, which was passed by the House of Commons in 2012 but was repealed as a result of federal elections.

The MPs’ letter states that the passage of Bill C-218 is a huge opportunity for border casinos to create thousands of jobs. MPs are urging the local government to hurry up with the introduction of new draft legislation on sports betting.

Following the passage of Bill C-218 in the Canadian Senate, Jim Lawson, President and CEO of Woodbine Entertainment, congratulated the Senate on this development. Mr. Lawson also expressed satisfaction with the company’s position on the bill, as horse racing was initially excluded from the legislation. If a company in Ontario now wants to offer individual sports betting on horse racing, it must do so through pari-mutuel betting with a horse racing manager.
